New Licensing Regulations from 1 July 2007

Please note most of the changes affect learners under the age of 21

People under the age of 21 years, applying for a probationary licence:

  • Must hold a learner permit for a minimum of 12 months
  • Must obtain a minimum of 120 hours on-road supervised learner driving experience;
  • Must go on to a minimum one year P1 licence, followed by a minimum three year P2 licence.

How to obtain an Australian (Victoria) Car Licence

Anyone locally or an overseas licence holder is eligible to obtain an Australian (Vic) Car licence. In order to obtain one, there are 3 tests that have to be passed

  1. Learner Permit (Knowledge Test)
  2. Hazard Perception Test (HPT)
  3. Driving Test

Local Students:

At 16 years of age, you are eligible to obtain a Learners' Permit which will allow you to start undertaking driving lessons. In order to obtain the Learners' Permit, you must pass the Learners' Permit (Knowledge Test).




At 18 years of age, you are eligible sit the Hazard Perception Test (HPT) and the Driving test to obtain a Probationary Drivers' Licence. After holding a Probationary Licence for a minimum period of 3 years, you are eligible for a Full Drivers' Licence.

For fewer than 25s you must hold the Learners' Permit for a minimum of 6 months before attempting the HPT and Driving test.


Hong Kong, Chinese, Taiwanese and Malaysian Licence Holders:

There are no age restrictions for booking Driving tests for Overseas Licence holders. Top Class Driving School can provide translation services of Overseas Licences and register you for lessons immediately so you can undertake the Learner Permit (Knowledge Test) and the Hazard Perception Test while learning how to drive in Victoria.

For those holding an Overseas Licence for less than 3 years upon passing the HPT and driving test, you are eligible for a Probationary Licence for the remaining of the 3 years.
